By integrating 124 villages across the Raigad district into a sprawling new mega city, state planners aim to create a high-tech smart city hub modeled after international benchmarks like Singapore. The project currently involves a foundational investment of ₹4,000 crore to kickstart the development of the Karnala, Sai, and Chirner sectors.

This massive expansion project is strategically positioned near Navi Mumbai, leveraging the infrastructure of the Atal Setu to ensure seamless connectivity. Yotta Data, part of the Hiranandani group, has committed to a staggering ₹16,000 crore investment to build out data center infrastructure in the region. This massive capital injection is expected to turn the site into a technological powerhouse, providing the digital backbone necessary for a modern smart city to compete on a global scale.
While the vision for the region is forward-looking, local authorities are simultaneously navigating complex regulatory challenges. Investigations into a ₹15,000 crore GST refund scam have recently uncovered a sophisticated “B team” network operating within the state, prompting heightened scrutiny of financial oversight in the region. As development moves forward, officials are focused on balancing the massive infrastructure expansion with strict governance to ensure the integrity of the ₹4,000 crore investment into the third iteration of the Mumbai dream.
