This ration rice being transported from Kakinada port is not only exported to Telangana and Karnataka states but after being polished it is exported to foreign countries like Africa. An extensive network operates to operate this illegal business. From small-scale brokers to large-scale investors are involved in this business. The planning behind it, internal partnerships make the affair more complex.

It seems that there are many people from different sectors involved in this illegal business. In particular, there are allegations that prominent Telugu film producers in Godavari districts are playing a key role in this affair. It is reported that these producers have several rice mills and separate managers have been appointed to manage them. Apart from them, some corporate bodies and political leaders of Telugu states are also apparently a part of this affair. The involvement of such powerful individuals has made it a challenge for governments to curb this business.
Previous measures to curb illegal rice smuggling have achieved only limited success. However, leaders like Pawan Kalyan can direct the attention of common people towards this issue by addressing it. Long-term, coordinated efforts are needed to eradicate it. It is clear that this illegal network can be brought to an end only if governments, enforcement agencies and social activists work together.
